Sealed Tenders
are hereby invited on the basis of "TWO ENVELOPE
SYSTEM", the first envelope containing "TECHNICAL
CUM PRE QUALIFICATION BID" and the second envelope
containing "FINANCIAL BID" from
firms/contractors/undertakings registered in appropriate
category with Water Resources Department, Government of
Jharkhand. Agreement of these works will envetually be drawn
on PWD FORM F-2 (After deletion of Cl. 23). The other details

The earnest money to be submitted with the Tender
should either be in the Shape of National Saving Certificate
(Current Issue) or, Three/Five/Eight years post office time
deposit or Bank Guarantee in the shape of deposit at call
receipt of any Nationalised Schedule Bank with at least one
operative branch in the State Capital at Ranchi, Jharkhand and
complying to the condition laid down vide Finance Department,
Government of Jharkhand Memo No. 295 dated 24.02.2002. The
Earnest Money must be duly pledge in favour of Executive
Engineer, Irrigation Division, Godda, Camp-Mahagama, which
must be submitted with Technical Bid of BOQ. At the time of
Agreement 5% of Bid value will be submitted including earnest
money and 5% of the agreement value will be deducted from
every on account Bill i.e. total of 10% (Ten percent) of
Agreement value will be kept as security deposit. Financial
bid envelope should contain only rate quoted by the tenderer.
The minimum
validity period of Earnest Money should be 180 days after the
date of opening of Technical Cum Pre Qualification Bid.
11.
Produciton of Identity Proof and Registration
Certificate is mandatory at the time of purchase of Tender
document, otherwise the tender document will not be issued.
The Tender document can be purchased only by bank draft or
Bankers check payable to Executive Engineer, Irrigation
Division, Godda, Camp-Mahagama payable at State Bank of India,
Godda Branch.
12.
Relaxation in Submission of Earnest Money is permitted
to the Government of India undertaking which are registered
with the Water Resources Department, Government of Jharkhand
subjected to the condition laid down in the department letter
No. 938 dated. 12.09.2003
13.
The Work Site is situated in District of Godda
spreading over Godda,
Pathargama & Mahagama block. All the prospective tenderers
are expected to visit the work site to acquaint themselves
with the site conditions and Work environment prior to tender
for this work, No claim will be entertained by the department
on this account.
14.
Duly attested photocopies of up to date Labour License,
Photocpy of PAN/Audited Balance Sheets for previous three
years, Registration Certificate, Sales Tax clearance are to be
attached with the Technical Cum Pre Qualification Bid document
envelope.
15.
The minimum essential criteria for Qualification of
tendered work is as follows :-
(i)
The total Turnover during Preceding Three financial
years should not be less than 3,000.00 lakh with the condition
that in at least one financial year in the said period the
annual turnover should not be less than 1,200.00 lakh.
(ii)
Ownership and dedicted availability of the Key
equipment/machines mentioned in tender document should be
submitted with Technical Cum Pre Qualification Bid.
(iii) The total
earthwork done during preceding three years should not be less
than 12 lakh cubic meter.
16.
In case the site of Work either in part or in full is
not provided to the contractor, either due to non-completion
of Land Acquisition proceeding or due to any other account
Whatsoever, no claim on this account shall be payable to the
contractor.
17.
If for any reason in the Para 3, 4, 6 and 7 the date of
receipt of tender is declared a holiday then the next working
day shall be the date of work.
18.
Any other details, enquiries can be made at any of the
offices mentioned in Sl. No. 5 (i) (ii) (iii) in working days.
19.
Tendered Rates more than 15% below of the Schedule Rate
is not acceptable and such tenderers will be rejected.
20.
At the time of agreement all original document should
be produced.
21.
The department reserves the right to reject and
distribute the work among tenderers without assigning any
reasons whatsoever.
22.
Joint venture will not be accepted.
23.
All the conditions mentioned in tender document will be
the part of the Agreement along with this Tender Notice.
24.
Tenderer should clearly furnish his available Bid
capacity with the Technical Bid, which should not be less than
the total estimated value of the work.
25.
The statement showing the value of old commitments and
commitments on ongoing work and their stipulated period of
completion for each of the works listed should be
countersigned by officer not below the rank of Executive
Engineer.
