10.
(i) Earnest Money of Rs. 115.4 Lacs (Rupees One hundred
fifteen Lacs and Forty thousand only) be attached in form of
Six year N.S.C. (8th issue) or 3/5 years Post
Office Time Deposit issued from the Post Office of Jharkhand
or Bank Guarantee of any Natinalised / Schedule Bank as
envisaged in finance department resolution no. 4 – 9/2001
(Part –I) – 295 dt. 24.01.02 pledged to the Executive
Engineer, Water Ways Division , Khunti along with the
“Technical Bid Envelope” only.
(ii) Earnest money will be 2% of the estimated cost in the
shape as mentioned in para 10(i). Contractor will have to
deposit 5% of the total allotted amount of work as security
deposit. Besides Earnest money, balance 3% amount (excluding
E.M.) will be deposited at the time of agreement.

11.
Tenderer or his authorized representative may choose to
be present at the time of Pre bid conference/Opening of
Technical Bid/Financial Bid.
|
|
12.
Contractor who is not registered in W.R.D. Jharkhand
but registered elsewhere and possesses experience of such work
and fulfilling the criteria for qualifying may also
participate in tender with permission from Engineer In Chief/
Secretary of the Department. He shall however be required to
be registered in the Department within two months from the
date of award of work. At the time of buying the tender/bid
documents the attested photocopy of present registration of
required category, Income Tax clearance as per rule, Sales Tax
Clearance Certificate, Labour License and Character
Certificate must be attached with application for issuing of
Tender document..

13.
The price of tender document is Rs. 10,000.00 (Rupees
Ten Thousand) only which is non refundable. The same may be in
form of Bank Draft in favour of Executive Engineer, Water Ways
Division, Khunti. Payable at S.B.I., Khunti.

14.
The work is to be accomplished on “Turn Key” basis.
The project details, drawings etc. available in the Department
may be seen in the office to the undersigned on any working
day for reference only. The contractor, however is required to
make his own design and drawings based on his own survey
investigation etc. at site where ever necessary, which have to
be approved by the competent authority in the department.

15.
Work Details are as follows :-
(a) Construction of an earthen Dam including coffer Dam of
approximate length of 2073.17 M at crest level 631.78 M.
(b)
Construction of Dam Outlets in right and left side of
river including manufacturing, fabrication erection and
installation with all accessories with hoisting arrangement
for two outlet gate, including operation chamber etc. with all
complete job.
(c)
Construction of one Spillway on left side including
spill channel and approach channel complete.
(d) Construction of 2 Nos. of main canal in right and left
side of the river for irrigating the incepted command.
(e) Construction of cross drainage works, bridges, falls,
regulators, escape, outlets gates etc. as per requirement of
site in main canal and its distribution system including
survey, collection of design data, designing drawing as
required.
(f)
Construction of a network of branch canals,
distributaries, sub distributaries, village channels with
control head regulators for facilitating the efficient
irrigation in total command area of the project including
survey and investigation, planning, designing etc. as
required.
(g) Preparing Sarja Sheet
combined village map on tracing cloth for each canal system
separately, command survey of whole command area and plotting
the same on combined village map, showing contours, marking
ridges and valleys distinctly, marking alignments, chak
boundaries, position of outlets and other structures on
village map, preparing chak statement, outlet register as per
requirement and fixing command under assured irrigation as
well as probable irrigation.

16.
Time of
completion – 30 Months (including rainy season) from the
date of agreement.
17. Eligibility criteria :-
(i)
The tenderer must have achieved financial turnover of
Civil Engineering construction work of not less than Rs. 75.00
Crores (Rupees Seventy Five Crores) over the past five years
and not less than Rs. 20.00 Crores (Rupees Twnty Crores) in
any one of the last five years.
(ii)
The tenderer has satisfactorily executed similar work
e.g. Dam, Spillway, Canals and Hydraulic Structures etc. of
value not less then 15.00 Crores (Rupees Fifteen Crores) over
past five years.
(iii)
The tenderer must have executed at least One Civil
Engineering work of not less than Rs. 15.00 (Rupees Fifteen
Crores) over last five years.
18. Before submitting the tender, the tenderers are advised
to visit the site (at their own cost) to get them self
apprised to the details and situation condition of the work
site.
19. Tender is based on “Two Envelope System”. The first
envelope shall be marked as “Technical Bid” and the second
one as “Financial Bid”. “Financial Bid” of only
technically qualified contractor shall be opened. Joint
ventures shall not be permitted to participate in the
Bid/Tender. These two sealed envelopes will be kept in a
bigger envelope superscribing, Name of the Work, Name &
Address of Tenderer.
20. The Department reserved the right to accept or reject any
or all bid/tender without assigning any reason whatsoever.
21. The details of Terms and Conditions of the tender may be
seen in Tender/Bid Documents.
22. The Department will not normally supply/provide any
construction equipments/tools and plants and construction
materials needed for the execution of the above works but
materials previously available in the stock for the same
project like steel and boulders will be supplied as per the
present rate with storage charges and recovery will be made
accordingly and also boulders which will be recovered out of
excavation during construction will be compulsorily utilized
by the contractor for construction work with suitable recovery
as per departmental norms and as per circle specification.
23. Work has to be executed on the basis of guidelines and as
per specification and norms of Water Resources Department,
relevant I.S. code: IRC publication. CWC publications and
circulars issued by the Government from time to time.
24. The Contractor is required to establish on its own all the
requisite facilities such as accommodation, water supply,
sanitation etc. for their work men and labours and also a
fully equipped and functional Quality Control Laboratory at
work site before Starting the execution of the work.
25. The estimated cost of the project mentioned in para 2
above is purely indicative only and should not be taken as
granted as a guideline for design and execution. Tenderers are
advised to go through the tender documents carefully and
attach the requisite amount of earnest money as mentioned
therein. Before agreement, successful bidder will have to
deposit 5% of allotted amount of work as Security Deposit
inclusive of E.M.
26.The tenderer shall have to estimate the quantum of work and
its financial value based on his own survey and estimate on
the basis of scope of work mentioned in the tender document.
27.The tenderer shall have to plan his construction work
program in line with the departmental program for transfer of
land through land acquisition or inter departmental land
transfer.
28. In case, the site of work either in part or in full is not
provided to the contractor, either due to non-completion of
land-acquisition processes or due to no-clearance of scheme by
the forest department or on any account what so ever no claim
on this account shall be payable to the contractor. However on
account of this request of the contractor, suitable
time-extension shall be granted for completion of the work for
which no claim will be entertained.
29. The Tenderer may require to approach Railway Authorities
for approval/construction of railway structure at canal
crossings. The responsibilities to get the design/drawing
approved by the authority of Railways will solely lie upon the
contractor and no compensation for any delay or loss in this
regard shall be paid to the contractor.
30. The Scheme after completion will have to be commissioned
and maintained and run as functional by the executing agency
for one Kharif and one Rabi irrigation and must achieve a
minimum 90% of irrigation potential as mentioned in the
project report.
31. No claim for idle labour, men and machinery will be
entertained for any reason, whatsoever.
32. The contractor may quote his rate considering the future
escalation of prices due to men and materials & for delay
due to any reason whatsoever No separate escalation shall be
payable to the contractor.
33. Conditional Tenders shall not be accepted.
34. The land Acquisition plan will have to be prepared in
proper form by the tenderer/agencies and they will submit to
the department. The department will process it to the proper
authority while preparing the land acquisition plan the
tenderer will bifurcate it among forest land/Govt. land/Raity
land etc. and submit it to the department. The department will
submit the proposal for transfer of forest land to the proper
authority on the basis of details submitted by the tenderer.
The tenderer will submit the proposal for transfer of forest
land with help of department in prescribed format. Once the
proposal has been submitted to the forest department for
transfer of forest land by the department the contractor will
pursue it in the Forest Department and get the forest land
clear. However the department will co-operate it.
35. Joint ventures are not allowed to participate in tender.
