Sealed tenders are invited from registered contractors of appropriate class of water Resources Department, govt. of Jharkhand or from reputed agencies/ firms/ Companies/ Departments of State Govt./ Central Govt./ Under takings/ Boards/ Corporations who have specialised experience of tunnel constructions and other works of similar nature for construction and completion of residual works of Konar Tunnel & allied works as described at serial 8 below   under jurisdiction of Konar Canal Division, Banaso, Hazaribagh on the basis of value of bill of quantities for the residual works which will be drawn on approved PWD F - 2 form (excluding clauses-23)
The work side is situated at a distance of 48 Km. from Hazaribagh (Divisional Head Quarter) on State Highway on Hazaribagh-Gomia Road. The nearest railway station is Gomia which is on Gomia-Barkakana rail line. All the construction materials required for the work are available in ample quantity in near by areas. There is a electric Sub Station nearby the division office and electric power is available for the work.

9. The quantities & value of work given in the bill of quantities for the work may increase or decrease for which no claim will be entertained. The amount of earnest money will be as entered in the BOQ which is 2% of the value of work.

10. The cost of the tender document will be in the form of non-refundable bank draft which will be in favour of Executive Engineer, Konar Canal Division Banaso, Hazaribagh payable at state Bank of India, Hazaribagh branch.

11. The required earnest money will be in form of six year NSC 8^th issue or 3/5 years post office time deposit issued from the post office of Jharkhand or bank guarantee of any nationalised/schedule Bank as envisaged in finance department resolutioin No. 4-9/2001 (part-1) 295 dt. 24.01.02 pledged to Executive Engineer, Konar Canal Division, Banaso (Hazaribagh).

12. Tenderer or their authorized representatives may choose to be present at the time of opening of tender.

13. The price of tender document is Rs. 10,000.00 (Rupees Ten thousand) only which is non refundable. The same may be in form of bank draft in favour of Executive Engineer, Water Ways Division, Ranchi. Payable at S.B.I., Doranda, Ranchi.

14. Tenderer who is not registered in WRD, Jharkhand but registered elsewhere and possesses experience of such work and fulfils the criteria for qualifying may also participate in tender with permission from Engineer in Chief/ Secretary of the deptt.. He shall however be required to be registered in the department within two months from the date of award of work. At the time of buying the tender/bid documents the attested photocopy of present registration of required category, income tax clearance as per rule, sales tax clearance certificate, labour licence and character certificate must be attached with the application for issuing of tender document.

15. Before submitting the tender the tenderers are advised to visit the site (at their own cost) to get themselves fully apprised of the location, approach, details of work and the situation of site.

16.  Dept. reserves the right to accept or reject any or all bid/tender without assigning any reason whatsoever.

18. The department will not supply/provide any construction/ tools and plants and construction materials needed for the execution of the above works but materials previously available in the stock for the same project like steel, will be supplied as per present rate with storage charges and recovery will be made accordingly. Boulders which will be recovered out of excavation during construction will be compulsorily utilized or taken by the contractor for construction work which suitable recovery as per departmental norms and as per circle specification.
19. Materials used for construction will be of highest quality and will conform to prescribed standards laid down by ISI/ BIS. Work has to be executed on the basis of guide lines and as per specification and norms of water Resources Dept., relevant IS Code, IRC publication, CWC publications and circulars issued by the government from time to time.
20. The tenderer is required to establish on his own all the requisite facilities such as accommodation water supply, sanitation etc. for their  workmen and labourers and also a fully equipped functional quality control laboratory at work site before starting the execution work. The tendred cost of the work indicated in Sl. (8) will also include the cost of fixing alignment of tunnel, bore-hole tests if needed, proper ventilation, lighting, haulage of excavation & construction materials, arrangement of light, power for construction equipments & arrangements for safeguard against all possible hazards in work of this nature.
21. Eligibility Criteria :-
(i) The  tenderer must have successfully completed work of similar nature and must have achieved a financial turnover of civil engineering construction work of notless then 60 Crore over past five years and not less than 25 Crore in any one of the last five years.
(ii) The tenderer has satisfactorily executed similar work i.e. intake structure, approach channel, tunnel construction, cut & cover etc. of value not less than 15 Crore in any one year over past five years.
(iii) The tenderer must have executed at least one civil engineering work of similar nature not less than 15 Crore in any one of last five years.
22. No claim for idle labour, men and machinery will be entertained for any reason whatsoever.
23. The contractor may quote his rate considering the future escalation of prices due to men & materials and for delay due to any reason whatsoever. No separate escalation shall be payable to the contractor. However suitable time extension only on agreement rates will be considered if there is genuine reason for accepting such extension.
24. Joint ventures are not allowed.
25. Conditional tenders will not be accepted
26.The tenderer shall have to plan his construction work programme in line with the departmental programme.
27.Some of the rates given in the bill of quantities are non-schedule items and their approval from chief engineer, Tech Vigilance Cell is being awaited. Only duly sanctioned rates will be entered in the agreement form & the final value of work may change accordingly. No claim whatsoever will be entertained on this account.
28. If due to any reason the date of opening of tender in declared a holiday the tender will be received and opened on the next working day.
