EXPRESSION OF INTEREST (Eol)

Drinking Water & Sanitation Department, Government of Jharkhand invites application from reputed Engineering consultancy firms for hiring of consultancy services with proven experience for:­-
Part- I: Preparation of Detailed Master Plan (2007-2012) with Techno-socio-economic feasibility report for implementation of piped water supply with drainage & sanitation system in the entire Jharkhand State through User/ Public Private Partnership.
Part- II:           Preparation of Detailed Project Report for water supply system at selected urban/ rural settlements and
Part­-III           Provide Project Development Services for Rehabilitation, Augmentation Operation and Maintenance of water Supply Systems on Public private Partnership or otherwise at selected towns/rural areas.
Background:
Part-I:             Rural Water Supply, Drainage & sanitation System:

Nearly 97% of rural population rely on hand pumps and untreated surface water for drinking purposes. Excess withdrawal of under ground water is causing depletion in ground water table & is also creating water quality problems; which are also affecting the health index of rural citizens. The State Government desires to ensure access to potable water supply for all & by adopting piped water supply to 25% rural population in current five year plan and improve the sanitation system in a phased manner throughout the rural Jharkhand and thus improve the development index of the State. The proposed study is expected to include:-

* Detailed study of present status of water supply and drainage problem in rural Jharkhand
* Detailed assessment study for future requirements and quality of water in delineated area,
* Prepare detailed master plan for phase wise implementation of rural water supply & drainage scheme on demand basis,
* Provide suitable ground water recharging facilities and  drought relief techniques,
* Identify measures/ key issues to improve the sanitation system,
* Suggest suitable water treatment strategies to improve the quality of water supply system relieving the effects of harmful chemicals/pollutants,
* Preparation of cost estimates and financial analysis,
* Detailed feasibility assessment for implementation of proposed scheme through community participation/ public private partnership.

Part- II:             Detailed Project Report for selected Rural/Urban settlements:
Government of Jharkhand envisages preparation of detailed project reports for augmentation of water resources with distribution systems to meet the need of growing population at selected urban/ semi urban rural settlements or agglomerations on demand basis.
Part- III: Project Development Services for Selection of Private Operators for Water Supply System in Selected Towns:
Government of Jharkhand envisages bringing in private players for rehabilitation, augmentation, operation and maintenance of water supply system at selected towns/rural areas. The project development consultant will assist the Government in successful procurement of private operator services till the commissioning. DPR for system augmentation have already been prepared / in process/ to be prepared for these towns.

Qualification of Consultant firm

Interested parties are invited to submit an EoI with the following details:
* Consultant should clearly state their willingness to participate in any or all parts (Part-I, Part- II and Part- II or as applicable) of the proposal.
* Details of authorized contact representative along with the address phone & fax number/s and email.
* Company profile giving details to current activities,
* List of Similar projects under taken earlier along with project reference sheets giving the details of project name, location, cost of project, cost of consultancy services, start and end date, project description and details of service provided. 
* Expert Human Resource available with the company /organisation
* Curriculum vitae of key personal proposed for the assignments.
* Plant/ Machinery/ Instruments available with the concern.
* In case of a consortium, letter(s) of association to be submitted by the partners.
