Invitation of proposals for Empanelment of consultants for preparation of preliminary and Detailed Project Report including SBD for construction of concrete road Bridges along with approach road over Rivers/ nallahs on rural roads in Jharkhand state.

1.       Technical and Financial proposals for the work of survey, investigations and preparation of preliminary and Detailed Project Reports for construction of RCC Bridges along with connecting approaches on rural roads in Jharkhand state are invited in sealed double cover system, one containing technical proposal and the other financial bid from reputed, competent & experienced agencies/ firms working as bridge consultants.

2.       Qualifying requirement for consultancy firms is as follows:

(a) The firm should have carried out as prime consultant for Detailed Design for at least

(i) 2 major road bridges having length not less than 250m each or (ii) 4 major bridges length not less than 150m each for Government

         (b) Having 3 years minimum experience in similar assignments.     

(c) The firm/JV/consortium partner is not barred by any government department or agencies, black listed or penalised for any economic offence or non performance.

(d) Average annual turn over (payments received from Government) of the company for last 3 years not less than 50 lakhs.

(e) The firm should have own arrangement for geotechnical investigations or a pre-bid tie up with reputes & registered geotechnical agencies.

(f) The firm should have an experience in deep foundations such as well/pile.    

3.       The details of the consultancy services broadly comprises of the following:

          (a) Hydraulic Survey & Geotechnical investigations. (b) Preliminary project report (c) Detailed project report including detailed engineering design, drawings and estimates. Incorporating the necessary corrections in detailed structural design & drawings given by consultants, in case the foundation strata indicated by consultants in DPR differs from that of the confirmatory boring observed during execution of the work.

4.        TOR department consultancy services may be obtained from the office of the Chief Engineer, Rural Development Department Special Division, Ranchi by the intending consultants between 10.30 hours to 17.00 hours during 16.03.2010 to 20.03.2010 on payment of Rs. 1000/- in the shape of Bank draft in favour of Executive Engineer, Rural Development Department, Special Division, Ranchi, payable at SBI, Ranchi.

5.        The proposals from eligible consultants for such empanelment department, accompanied by all required documents must reach the office of Chief Engineer, Rural Development Department, Special Division, Ranchi on or before 15.00 hours on 05.04.2010 in double cover Technical proposal and Financial Proposals sealed in separate envelopes.     

6.        The Terms of reference (T.O.R.) may also be downloaded from www.jharkhand.gov.in/tender, in which case the fee in the form of demand draft should be enclosed with the bid document at the time of submission.

7.        The proposals from eligible Agencies for such empanelment shall be submitted on 05.04.2010 upto 15.00 hrs.

8.        The technical part of this bid shall be opened on 05.04.2010 at 16.00 hrs before the duly constituted committee. The bidder or his duly authorized representative may be present during opening of the technical bid.

9.        The undersigned reserves the right to accept or reject in part or as a whole any of the proposal received without assigning any reason thereof.
