8.Estimated cost may be increase or decrease as per actual site condition.

9. Earnest money need to be attached in form of N.S.C. (VIIIth issue) or 3/5 Term deposits issued from the Post office located in Jharkhand/Bank guarantee issued from any Nationalised Bank located in Jharkhand. Duly pledged in favour of Executive Engineer, Rural Development Special Division, Dhanbad.

10. The contractors registered in REO/PWD (Road) in appropriate class may participate in this tender. At the time of buying the tender documents the photocopy registration, Income Tax Clearance Certificate, Sale Taxes Registration & Clearance Certificate, TIN No., Character Certificate, Labour License and PAN Card. etc. must be attached with the application.

11.Tenderer or his authorised representative may be present at the time of opening of Technical Bid / Tender.

12. The price of BID/Tender document mentioned above is non-refundable. It should be in the form of Bank draft in favour of Executive Engineer, Rural Development Special Division, Dhanbad. and Payable at SBI, Dhanbad, Hirapur Branch (Code -1670 ).

13. The work is to be executed on “Turn Key Basis”. The DPR drawing etc. available in the department may be seen in the office of Undersigned on any working day for reference only. The contractor however, is required to make his own design and drawings based on his own survey, investigation etc. at site which will have to be approved by the chief engineer, Rural Development Special Zone, Ranchi.

14.Tenderers are advised to visit the bridge site (on their own cost) to study the details and conditions of work site.

15.Tender is based on “Two Envelope System” of  “Technical” and “Financial” bids. Financial bids of only technically qualified contractors will be spend.

16.The undersigned reserves the right to accept or reject any tender without assigning any reason.

17.The details of terms and conditions of the tender may be seen in Tender/Bid document.

18. The department will not supply/provide any construction equipment and materials such as Road Roller, Cement, Steel etc.

19.Work has to be executed on the basis of guidelines and provisions of MOST Specification and I.R.C. guidlines.

20. The Contractor is required to establish his own fully equipped and functional Quality Control Laboratory at the work site before execution of the work for Quality Control Tests.

21.The contractor shall be responsible for any damage or loss to the public property due to negligence of their labour and staff and the damage/loss should be made good at his own cost.

22.The contractor have to submit the work programme/mile stones for the completion of work within the specified time period and the progress of the work should be strictly maintained according to the programme so as to complete the work in time.

23.The contractor will be self responsible for materials at site.

24.Payment shall be made only on the availability of allotment by the department.

25.Tenderers must have experience of bridge work for single bridge minimum of 40.27 meter for Pkg No.-1, 38.75 meter for Pkg. No.-2, 242.76 meter for Pkg No. – 3 & 90.42 meter for Pkg. No. – 4.

26.The cost of preparation of PPR/DPR will be deducted from the first on Account Bill of the contractor.

27.Technical qualifications of the tenderers will be considered only after qualifying the standard of tools & Plants and Bid capacity each.

28.The allotment of work shall not be considered to those contractors whose previously allotted works are pending or their works are not considered satisfactorily into department.

29.After the work is allotted to the contractor, the work cannot be sublet by him as per conditions of the agreement otherwise that would be treated as violation of conditions of the agreement. If such information is received, the agreement will be cancelled and the procedures of black listing shall be initiated accordingly against the defaulter.

30.The allotment of work shall be considered on the basis of work load/work experience of a tenderer under Rural Development Department (R.E.O + M.M.G.SY) and present availability of tools & plants and financial capacity of the tenderer.

31.The consultation fess @ 1% of the DPR will be deducted from the First on Account Bill of the contractor. The Contractor will not be paid in this item separately.
