NOTICE INVITING TENDER

The undersigned on behalf of the Governor of Jharkhand State  invites the  percentage rate bids from the eligible and approved Contractors registered with appropriate classes under REO/RDD/RCD (Roads) under any State Government/Central Government/MES  for each of the following works of Pradhan Mantri Gram Sadak Yojana (PMGSY)including their maintenance for five years: -

3. Bid documents consisting of qualification information and eligibility criterion of bidders, plans, specifications, drawings, the schedule of quantities of the various classes of work to be done and the set of terms & conditions of contract to be complied with by the Contractor can be seen in the office of the (i) Ex. Engineer, REO of the concerned Works Division (ii) Superintending Engineer ,REO of concerned Works Circle (iii) Chief Engineer, JSRRDA, Ranchi between hours of 11.00 A.M. and 04.00 P.M. on any working day between 02.01.2008 and 16.01.2008. Tender documents will be issued from these offices during the hours specified above, on payment of Rs. 10,000.00 (Rupees Ten Thousand)  by demand draft payable to JSRRDA at Ranchi.
            Bidding documents requested by mail will be dispatched by registered/speed post on payment of an extra amount of Rs.500.00 (Rupees Five hundred).  The authority inviting tenders will not be held responsible for the postal delay, if any, in the delivery of the documents or non-receipt of the same.

4. Receipt of applications for issue of tender forms by post will be stopped from 1600 hrs., four  days before the date fixed for opening of tenders.  Sale of tender forms on the counter will be stopped two days before the date fixed for opening of tenders.
a. Bidding documents must be delivered to Chief Engineer, JSRRDA in District Control Room, Ranchi on or before 13.00 hours on 18.01.2008. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received on the next working day at the same time and venue.
b. Bidding documents can also be delivered at the following places at the assigned date and time.
                                i.            District Control Room of concerned REO, Works Divisions
                               ii.            District Control Room of concerned REO, Works Circle
c. Bids will be opened at 13.30 hours on  18.01.2008  in the  office of  place mentioned in Sl.No. 4 (a) & (b) . If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.

5. Bids must be accompanied by the earnest money of the amount specified for the work in the table. The earnest money will have to be in any one of the forms as specified in the bidding documents.

6. The bid for the work shall remain open for acceptance for a period of ninety days from the date of opening of bids.  If any bidder/ tenderer withdraws his bid/ tender before the said period or makes any modifications in the terms and conditions of the bid, the said earnest money shall stand forfeited.

7.  A bidder shall not be permitted to bid for works in the Circle responsible for award and execution of contracts in which his or his spouse’s near relative (defined as first blood relations, and their spouses) is posted as Divisional Accountant or as an officer in any capacity between the grades of Superintending Engineer and Assistant Engineer (both inclusive).

8. No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for a period of two years after his retirement from Government service, without Government permission.  This contract is liable to be cancelled if either the Contractor or any of his employees is found any time to be such a person who had not obtained the permission of the Government as aforesaid before submission of the tender or engagement in the Contractor’s service.
