Mines
& Geology Department, Government of Jharkhand is responsible
for promoting mines and mineral development activities in the
State. This department grants leases, monitors and promotes
mineral development, collect mineral revenue and is involved in
entire activities related to mines and mineral development.
To coordinate and monitor the various activities related to
mining as also to check illegal mining, storage and transportation
of minerals/coal, the department is soon going to enforce
Jharkhand State Mineral Transit Challan Regulation, 2005, which
shall assist the mineral administration to monitor and review the
quality and quantity of the minerals/coal produced. It shall also
assist in preventing illegal transportation of minerals.
Keeping in view the above objectives, the State Government
intends to set up various Check Posts-cum-Weigh Bridges in all the
mining districts of Jharkhand at various suitable locations, so as
to monitor movement and ensure proper weighment of minerals/coal
extracted from all the mining leases of the district. It shall be
mandatory for every mine lessee / purchaser of minerals/coal to
get the minerals/coal which has been extracted / purchased by him
to be weighed at any one of the weigh bridges located in the
district (as per his convenience) within 24 hours of issue of
transit challan for transportation of such mineral / coal.
Accordingly, the State Government invites Expression of
Interest from interested parties to set up Check Posts-cum-Weigh
Bridges at various places notified by the Government on BOOT
(Build-Own-Operate-Transfer) basis for such duration as decided by
the Government. It is expected that the selected agency (s) shall
set up Weigh Bridges and construct a Check Posts with all
supporting facilities, install computer system and also widen the
road as per the requirement of the traffic, based upon traffic
density under the supervision of the concerned road authority (s).
The computers installed in the Check Posts shall be linked with
the Central Control Room, located at the State Headquarters in
Ranchi.
The
selected agency shall deposit 10% of the total weighment charges
recovered from the transporters with respective District Mining
Officers on monthly basis. The operation and maintenance of Check
Posts and its various accessories, which include its computer
system, shall be maintained by the selected Agency.
Accordingly, Expression of Interest from various
agencies/reputed firms are invited up to 1700 hrs. on 27.12.2005
with a demand draft of Rs. 10,000/-
as non-refundable application fee drawn in favour of
Secretary, Mines & Geology, Jharkhand payable on any
Nationalized Bank at Ranchi. |

The Expression of Interest should include the following
documents:
(i) Proof of experience of at least three (3) years in operating
weigh bridges / check posts / similar systems preferably on BOOT
basis.
(ii) Solvency certificate of Rs. Twenty five (25) lakhs, which
shall be converted into indemnity bond in case of selection.
(iii) Character Certificate from concerned district level
authority.
(iv) Balance Sheet/ Financial statement of last 3 years.
The Expression of Interest received shall be opened on 28.12.2005
at 1100 hrs. in the office of the Secretary, Mines & Geology,
Government of Jharkhand, Nepal House, Ranchi
in presence of a committee.
Interested firms/agencie’s authorized representatives may remain
present during such meeting. |
