INVITATION FOR BIDS (IFB)

1. Principal Secretary, Information Technology, Government of Jharkhand, invites sealed Technical & Commercial Bids on behalf of Government of Jharkhand, for installation and maintenance of computer workstations with provision of online information, monitoring and internal accounting of ICDS Programme for Social Welfare Department for a period of 2 years. At first, this will include Systems Study, Analysis & Design, Development and Imple­mentation of Application Software for Information, Monitoring and Internal Accounting System of Integrated Child Development Services Programme of Department of Social Welfare, Govt. of Jharkhand in Ranchi District. This job will include Systems Study, Analysis & Design, Development and Imple­mentation of Application Software. The Application Software will have to conform to 3-tier architecture. In other words, the application should be accessible by any client through a web-browser. This would also include framing of technical specifications for the Hardware, Software (DBMS/RDBMS), Networking and UPS after systems study, analy­sis and design based on which the State Government would procure these items through open tender on which Application Soft­ware so developed would be installed and run. This would also include warranty and support considering a fully integrated and networked on-line architecture.

2. A complete set of Bid Document may be purchased by any interested eligible Bidders on the submission of a written application to the Principal Secretary, Department of Information Technology, Government of Jharkhand and upon payment of a non-refundable fee of Rs. 500/- (Rupees Five Hundred) only in the form of Demand Draft in favour of Principal Secretary, Department of Information Technology, payable at Ranchi. The Bid Document may be purchased personally during office hours on all working days from 07/07/2006 till 01:00 pm on  07/08/2006.

3. It may also be downloaded from www.jharkhand.nic.in in which case the fee in the form of demand draft should be enclosed with the bid document at the time of submission.

4. Interested eligible Bidders may obtain further information from office of the Principal Secretary, Information Technology, Government of Jharkhand.

5. Interested and eligible Bidders are required to submit the Technical and Commercial Bid in two separate sealed envelopes. The Technical and Commercial Bids should be accompanied by a bid security as specified in this Bid Document. The Bid Security (In the form of Demand Draft or Bank Guarantee) should be included in the same envelope containing the Technical Bid. The Technical and Commercial Bid along with the Bid Security must be delivered to the Office of Principle Secretary, Department of Information Technology, Jharkhand Mantralaya, Dhurwa, Ranchi on or before  03:00 pm on 07/08/2006. 

6. The envelope containing the Technical Bid and the Bid Security will be opened on the specified date & time in presence of Bidders or their authorized representative who choose to attend. In the event of the date specified for bid receipt and opening being declared as a holiday for the Office, the due date for submission and opening of bids will be the following working day at the appointed times.
