INVITATION TO BIDDER’S
Bid Ref. No.:  01/PDS/IT-2006

1. Principal Secretary, Information Technology, Government of Jharkhand, invites sealed Technical & Commercial Bids on behalf of Government of Jharkhand for Systems Study, Analysis & Design, Development and Imple­mentation of Web Based Application Software along with the complete list of deliverable for “Food Supplies and Commerce Department” Govt. of Jharkhand. This job will include Systems Study, Analysis & Design, Development and Imple­mentation and Deployment of Application Software and Training. The Application Software will have to conform to 3-tier architecture. In other words, the application should be accessible by any client through a web.

2. A complete set of Bid Document may be purchased by any interested eligible Bidders on the submission of a written application to the Principal Secretary, Information Technology, Government of Jharkhand and upon payment of a non refundable fee of Rs. 500/- (Rupees Five Hundred) only in the form of Demand Draft in favour of Principal Secretary, Information Technology, payable at Ranchi. The Bid Document may be purchased personally during office hours on all working days from 10/02/2006 till 1.00 p.m. on 03/03/2006. It may also be downloaded from www.jharkhand.nic.in in which case the fee in the form of demand draft should be enclosed with the bid document at the time of submission.

3. Interested eligible Bidders may obtain further information from office of the Principal Secretary, Information Technology.

4. Interested and eligible Bidders are required to submit the Technical and Commercial Bid in two separate sealed envelopes. The Technical and Commercial Bids should be accompanied by a bid security as specified in this Bid Document. The Bid Security (In the form of Demand Draft or Bank Guarantee) should be included in the same envelope containing the Technical Bid. The Technical and Commercial Bid along with the Bid Security must be delivered to the Office of Principal Secretary, Information Technology,  Jharkhand Mantralaya, Dhurwa, Ranchi on or before 3.00 p.m. on 03/03/2006.

5. The envelope containing the Technical Bid and the Bid Security will be opened on the specified date & time in presence of Bidders or their authorized representative who choose to attend. In the event of the date specified for bid receipt and opening being declared as a holiday for the Office, the due date for submission and opening of  bids will be the following working day at the appointed times.
