OFFER FOR SUBMITTING EXPRESSION OF
INTEREST
"Expression
of Interest" for preparing the Government of
Jharkhand, Economic Survey Report 2008-2009 is called for from
qualified Institution having previous experience in
consolidating & publishing Central/ Recognized central
Government Institution / State Government's Economic Survey
Report. The draft Report is to be submitted on or before 31st
December 2008. Final Report along with Hindi version
and ready for printing has to be submitted on 31st
January 2009.
Data Collection,
processing, Translation in Hindi etc. will be the
responsibility of the Institute for preparation of Survey
Report. Finance Department will extend necessary help to
collect requisite data from concerned Departments.
In general, this
Economic Survey Report will become sine qua non of Government
of Jharkhand for identification of strength and weakness of
its economic and financial position. The survey report will
mainly cover the issues mentioned in section 3 of Fiscal
Responsibility and Budget Management Act 2007 and also the
format prescribed in Fiscal Responsibility and Budget
Management Rules. In addition, the purposed Economic Survey of
Jharkhand will include:-
Ø
Macro-economic overview of the State.
Ø
Development in primary sector and its gaps with
reference to Nation average. The proposed initiatives of the
Government are required to reduce the gaps in this sector.
Ø
Overall Industrial scenario of the State, its strength
and weakness in utilizing its resources particularly Mineral
resources. Strategic action required in this sector including
Tourism, Information & Technology etc. for boost up the
development of the State.
Ø
The objectives analysis of the States Physical
Infrastructure viz. Power, Roads and Road Transport, Railways,
Posts, Telecommunication, Civil Aviation including Rural &
Urban Development and its fiscal performance being the basis
for planning for their further growth and development in right
perspective.
Ø
Outlook of Financial Sector covering Banking and
Non-Banking performance, credit ratio, price level. etc.
Ø
In Social sector, the report will cover Poverty and
poverty alleviation programmes, labour & employment, Women
empowerment, Education, Health, Family Welfare, Drinking Water
Supply & Sanitation and Development of Women &
Children with emphasis on economically weaker section and
Panchayati Raj Institutions.
Ø
In State Finances, the report will specify trend of
State Tax and Non-Tax Revenue, Public Debt & its impact on
State Revenues, Debt sustainability benchmark and its
management, Fiscal Management, Revenue, Steps required to curb
Fiscal & Primary deficit, Economic Reforms and its impact
etc.
Expression of
Interest will be submitted separately in two envelope
mentioning on the cover (i) General and Technical and (ii)
financial bid. General and Technical Bid will cover (i) Sales
Tax/ VAT clearance certificate, (ii) Income Tax Clearance
certificate, (iii) Past experiences in the relevant field,
(iv) Men Power in the specific field, (v) Confirmation to
maintain the time schedule. Financial Bid will mention total
fees including service tax etc. Interested Institutions are
requested to submit their willingness on or before 15th
October, 2008 in the office of Secretary, Finance Department,
Government of Jharkhand, Project Bhawan, Ranchi-4 and will be
opened in Finance Secretary’s office on 17.10.2008.
Financial Bid will be opened for those Institutions whose
Technical bid is qualified the condition mentioned.
The undersigned
