SHORT TENDER NOTICE

1.1 Sealed Tenders on approved Bill of Quantity to be eventually drawn in P.W.D. form No.- F2 will be received from registered Contractors in B.C.D., Jharkhand (Green Card Holder)  provided by Energy Department up to 03.00 PM on date- 14-12-07. by the chief Engineer, Building Construction Department, Jharkhand, Ranchi or their authorized officer of the following mentioned work. The estimated cost may vary as per approved Bill of Quantity.

1.2 The tenderers must have the work experience of single civil work (Building Construction work) of value Rs.- 2.00 Crores during last 5 preceding years.

1.3 Average financial turn over of the organization from construction work should be at least       Rs.- 2.00 crores during last 5 years ending 31 March, 2007.

1.4 The Tenderer must have permanent Engineering organization in which structural Engineer and Architect must be under his own employment.

1.5 The Tender is based on the basis of Two Envelope system. The First Envelope will be marked as “Technical Bid” which will contain only information about the tenderer and shall not contain any price offer. The second envelope will be marked as “Financial Bid” and shall contain the price offer only. Both the envelopes shall be sealed separately & placed in a Bigger sealed Envelope attested copy of balance sheet of the organization is to be attached with the Technical Bid in support of the profit earning and its transaction of the organization as mentioned above.

1.6 The Technical Bid will be opened by the chief Engineer, Building Construction Department Jharkhand, Ranchi on dt. – 14-12-2007 at 4.00 PM. The tenderers or their authorized agents who so-ever desire may remain present at the time of opening of the Tender.

1.7 The Financial Bid of the organization qualifying in the Technical Bid shall be opened latter on and the remaining Financial Bid will not be opened.

1.8 The time of completion shall be 18 months from the date of issuing of the work order.

1.9 The items of work plans, specification or any other information in connection with the work may be seen in the office of the Executive Engineer, Building Construction Department, Building Division, Godda on any working day during office hours before filling the tender.

1.10 Bill of Quantities/ Tender Documents can be purchased from office of the chief Engineer, Building Construction Department, Jharkhand, Ranchi / Superintending Engineer, Building Construction Department , Building  Circle, Dumka, Executive Engineer, Building Division Godda on payment of Rs.- 10,000/- (Rs. Ten Thousand) only (Non-Refundable) in shape of Account payee Demand Draft issued by state Bank of India only in favour of Executive Engineer, Building  Construction Department, Building Division, Godda in any working day hours from date – 05-12-2007 to 13-12-2007.

1.11 No Tender paper will be sold by any of the above officers on the dates fixed for receiving the tender.

1.12 The Tenderers are required to deposit the Earnest Money amounting to Rs.- 6,00,900 (Six lacs Nine Hundred) only. This may be deposited in the form of Bank Guarantee issued by scheduled Bank/ NSC 8^th issued/ Post Office Saving Bank / Five years T.D. Only duly pledged in favour of Executive Engineer, Building Construction Department, Building Division, Godda. Condition laid down in resolution issued by the Finance Deptt. Government of Jhakhand vide memo no.- 496/2001 (Part-2)- 295, dt.- 24-1-2002 shall be applicable.

1.13 Tenders without requisite amount of Earnest Money in the required form shall be summarily rejected. Any claim for exemption from Earnest Money shall not be accepted.

1.14 Tenderers should quote his rates on over all items (not item wise) in percentage above or below (both in figures and words) over the Estimated cost.

1.15 In case the over all rate quoted by the tenderer is less than (-) 15% this will be treated as unworkable and the tender shall be rejected.

1.16 It will be obligatory for the tenderers to keep their offer open for acceptance for a period of 180 days from the opening of the tender.

1.17 Up-to-date Sale Tax / PAN Card/ Registration No. / Electrical License / Tools & Plants detail/ Character Certificate from DM/DC/SP/Labour License shall be submitted by the tenderer in Technical Bid Document in absence of the above mentioned documents, the tender may be rejected.

1.18 The Department reserves the right to accept or reject any or all the tenders received or to allot the work to one or more contractors without assigning any reason there of.

1.19 The successful tenderer shall have to deposit a Security Deposit Money @ 5% of the approved tendered amount which will include the amount of Earnest Money in the form as mentioned in the para – 1.11. Tenderer has also to deposit Security Money @ 10% including 5% Earnest Money from running account bill, i.e. 5% from each running bill.

1.20 The earnest Money of the successful tenderer will be forfeited in case the tenderer declines to sign the agreement or fails to deposit the security money within 10 days of being called upon to do so after approval of the tender by the competent authority.

1.21 The N.I.T. with the general rules and special conditions will form a part of the Contract Document.

1.22 Before submitting their tender papers, tenderers should get acquainted with the site condition and distance of the sources of construction materials from site and be satisfied. No Claim in this regard shall be entertained afterward.

1.23 No. Claim (Technical or Legal) will be entertained for payment against the work done, it will if the fund is not available.
