SHORT TENDER NOTICE

1.1 Sealed Tenders on approved bill of Quantity to be eventually drawn in P.W.D. form No.:- F2 will be received from registered Contractors in B.C.D., Jharkhand having association with or have employees having electrical license (Green Card Holder) provided by Energy Department upto 03:00PM on date 30.10.07 by the Chief Engineer, Building Construction Department , Combined Building (Building construction Dept) Near Nagar Nigam Office,  Ranchi, Jharkahnd or their authorized officer of the following mentioned work. The estimated cost may very as per approved Bill of Quantity.

1.2 The tendererers must have the work experience of single Civil Works (Building Construction Work/Stadium work) of valve Rs. 5.00 crores (Five Crores) during last 5 preceding years.

1.3 Average Financial Tern over of the organization form Construction work should be at least Rs. 2.5 Crores (Rupees Two Crores Fifty Lacs) during last five year ending 31^st March 2007.
1.3 A The tenderes must have permanent engineering organization in which Structural Engineer and Architect must be under his own employment.

1.4 The tender is based on the basis of two envelope system. The first envelope will be marked as “Technical Bid” which will contain only information about the tenderer and shall not contain any price offer. The second envelope will be marked as “Financial Bid” and shall contain the price offer only. Bothe the envelopes shall be sealed separately and placed in a bigger sealed envelope. Attested copy of Balance Sheet of the organization is to be attached with the Technical Bid in support of the profit earning and its transation of the organization as mentioned above.

1.5 The Technical Bid will be opened by the Chief Engineer, Building Construction Department , Jharkhand , Ranchi on date 30.10.07 at 04.00 pm. The tenderers or their authorized agents who-so-ever desire may remain present at the time of opening of the Tender.

1.6 The Financial of the organization qualifying in the Technical Bid shall be opened later on, and the remaining Financial Bid will not be opened.

1.7 The time completion shall be 15 months (Fifteen Months) from the date of issuing of the work order.

1.8 The items of work, plans , specification of any other information in connection with the work may be seen in the Office of the Executive Engineer , Building Construction Department , Building Division, Dhanbad on any working day during office hours before filling the tender.

1.9 Bill of Quantities /Tender Documents can be purchased from office of the chief Engineer, Building construction Department , Jharkhand, Ranchi/Superintending Engineer, Building construction Department , Building Circle, Hazaribagh/ Executive Engineer, Building Consteruction Department. Building Division, Dhanbad on payment of Rs. 10,000/- (Rupees Ten Thousand) only (No-Refundable) in shape of Account Payee Demand Draft in favour of Executive Engineer, Building Construction Department , Building Division, Dhanbad in any working day hours from date 23.10.07 to 29.10.07.

1.10 No tender paper will be sold by any of the above office on the dates fixed for receiving the tender.

1.11 The tenderers are requires to deposit the Earnest Money amounting to Rs. 9,58,000.00 (Rupees Nine Lacs Fifty Eight Thousands) only . This may be deposited in the form of Bank Guarantee issued by Scheduled Bank/NSC 8^th issue /Post Office Saving Bank /5 years TD only, duly pledged in favour of the Executive Engineer, Building Construction Department , Building Division, Dhanbad Condition laid down in resolution issued by the Finance department , Government of Jharkhand vide Memo No.- 4-96/2001 (Part-2) -295 Dated 24.01.2002 shall be applicable.

1.12 Tenders without requisite amount of Earnest Money in the required form shall be summarily rejected. Any claim for exemption form Earnest Money shall not be accepted.

1.13 Tenderers should quote his rates on overall items (not item wise) in percentage above or below (both in figures and words) over the estimated cost.

1.14 In case the overall rate quoted by the tenderer in less than (-) 15% this will be treated as unworkable and the tender shall be rejected.

1.15 It will be obligatory for the tenderers to keep this offer open for acceptance for a period of 180 days from the opening of the tender.

1.16 Up-to-date Sale Tax/PAN Card/Registration No.-/ Electrical License/Tools & Plants detail/Character Certificate from DM/DC/SP/Labour License shall be submitted by the tenderer in Techinical Bid Document in absence of the above mentioned documents , the tender may be rejected/

1.17 The Department reserves the right to accept or reject an or all the tenders recived or to allot the work to one or more contractors without assigning any reason thereof.

1.18 The successful tenderer shall have to deposit a security Deposit Money @ 5% of the approved tendered amount which will include the amount of Earnest Money in the from as mentioned in the Para-1.11 Tenderer has also to deposit Security Money @ 10% including 5% Earnest Money from running account bill, i.e.5% from each running bill.

1.19 The earnest Money of the successful tenderer will be forfeited in case the tenderer declines to sign the agreement or fails to deposit the security money within 10 days of being called upon to do so after approval of the tender by the competent authority.

1.20 The N.I.T. with the general rules and special  conditions will form a part of the Contract Document.

1.21 Before submitting their tender papers, tenderers should get acquainted with the site condition and distance of the sources of construction materials from site and be satistied No claim in this regard shall be entertained afterward.

1.22 No claim (Technical or Legal) will entertained for payment against the work done, it will be in due course after availability of fund for the project.
